「南越中華總商會」的前身為「南圻華僑商務總會」，成立於1904年1月，會址設在廣東街120號「七府武廟」右廡。
"Cochinchina Overseas Chinese Chamber of Commerce" was established in January 1904, it is located in 「七府武廟」(La Pagode des sept congrégations or Thất Phủ Miếu on rue de Canton).
1920年1月，第九屆會長葉伯行先生，鑑於原有會址，不敷應用，因為倡議自建新會址，並發起募捐運動，捐得建築費十三萬餘元。自1922年7月開始建築，至1923年10月，堤岸巴黎街203號(203, Rue de Paris, Cholon)之會所，乃吿竣工。落成之日，曾舉行盛大之落成典禮改名為「南圻中華總商會」(Chambre de Commerce Chinoise de Cochi Chine )。
In January 1920, the ninth president of Chinese General Chamber of Commerce, Mr. Ye thought the original venue was not enough for the member activities, and fundraising campaign for the cost of construction a new venue.
The construction began in July 1922 and completed in October 1923, the address is at No. 203, rue de Paris, Cholon. Date of completion, they has held the grand inauguration. The named has been changed to “Chambre de Commerce Chinoise de Cochi Chine”.
1941年日軍南侵，是年9月，商會會址被日軍徵用，作爲堤岸日本憲兵部。於是，借水兵街444號華商米較聯合會(No. 444 Đồng Khánh street)，為臨時會址。
In September 1941, the venue of Chamber of Commerce has been expropriated by Japanese army as the house of Japanese banks gendarmerie. Thus, Chamber of Commerce borrowed the place for member activity as a temporary venue at No. 444 Đồng Khánh Street in Cholon.

| 洪清涼先生像 |
1947年5月，代會長洪淸涼代理，於代理期間，由僑商自動捐款，用以修葺前此被日軍破壞之會址。歷時數月，耗資達十餘萬元，始吿修復。1948年1月11日，舉行重修復址典禮，當日聚集了相當多的中外來賓，為當時的盛事。
After world war two, “Chambre de Commerce Chinoise de CochiChine” took back the venue. In May 1947, in order to repair the venue destroyed by the Japanese army .Overseas Chinese businessman donated the money to Chamber of Commerce. In January 11, 1948, Chamber of Commerce held a celebration ceremony for house repaired, there were many foreign and Chinese guests attended.

自二次大戰後，中華總商會對越南華人有諸多貢獻。1957年，應付越南政府禁止華人經營商業，1957-1958年，應付越南政府强迫入越籍問題等。而後，促進台越邦交及加強經濟交流，1975 年後全面停止。
1955年，中文越化政策下，易名為

1975年越南國有化之後，幾經易主入住，先是越華銀行 (Ngân hàng Việt Hoa)進駐，而後為 Hai Lúa restaurant，之後為西貢解放日報社（Sài Gòn Giải Phóng newspaper office）使用。
After nationalization in 1975 in Vietnam, the owner of building was changed several times, the first owner was Việt Hoa Bank (Ngân hàng Việt Hoa) , then the house had been rented to be Hai Lúa restaurant. Now, Báo Sài Gòn Giải Phóng newspaper office is using the building at số 203 Phùng Hưng, Phường 14,Quận 5, Tp HCM .
